The cumulative data shows at least 40 fatalities and 59 serious injuries — almost all involving children who climbed or hung from goal frames that were not anchored to the ground. Most incidents involved homemade or improperly anchored metal goals. ASTM F2950: What It Covers and the Gap Below 40 Pounds

The primary US standard for portable soccer goals is ASTM F2950-14 (reaffirmed 2021). It applies to goals weighing more than 40 pounds and requires:

  • Tip-over resistance of at least 200 pounds, simulating two children hanging simultaneously from the crossbar
  • Structural integrity under specified load conditions
  • Mandatory labeling that includes anchoring instructions, age warnings, and assembly requirements

The 40-pound threshold matters because it excludes most of what the consumer and entry-level club market actually sells. Spring-loaded pop-up goals, PVC frame goals, and fiberglass-pole folding goals almost universally weigh under 40 pounds. ASTM F2950 does not apply to them. These products have operated for years without any mandatory US safety standard.

The 2023 fatality triggered action. ASTM working item WK94637 is now in development — the first mandatory design and testing specification specifically for goals under 40 pounds. CPSC staff joined the ASTM F15.43 subcommittee in 2025; drafting sessions ran in March, June, and December 2025. As of August 2026, WK94637 has not been finalized. Three Goal Categories — What Each Means Against This Backdrop

Heavy aluminum or steel goals (over 40 lbs)

For most volunteer clubs using rented or shared fields and moving between multiple sites, the weight — typically 150 to 500 pounds for full-size aluminum goals — makes these goals impractical to transport without dedicated equipment or a goal trolley. Lightweight portable goals (under 40 lbs)

Spring pop-ups, PVC frame goals, and fiberglass-pole folding goals dominate the consumer and entry-level club market. No mandatory US safety standard currently applies to them. The 2024 CPSC stop-use warning highlighted the specific impalement hazard present when rigid vertical poles have exposed metal tips at player-head height. A coach buying "portable soccer goals" from a major online retailer is selecting from a category with no required safety baseline in the US as of this writing.

Inflatable goals

Inflatable goals use air-beam frames rather than rigid poles. At operating pressure — around 1 bar (15 PSI) for training-grade inflatable goals — the frame holds a firm, square shape that rebounds a struck ball comparably to a metal frame. This is the result of sufficient internal pressure to resist deformation under ball impact. Because there are no rigid poles, the metal-pole-tip impalement hazard does not apply. A tipping inflatable goal is soft and substantially lighter than any metal or aluminum goal, reducing the crush force associated with tip-over incidents.
